PopTop Software has made some very good games in their existence. Tropico and Railroad Tycoon 3 are among the few that I've enjoyed in the last few years. They're always a developer I'm interested in seeing more games from. Their latest takes them away from the economy side of strategy and almost entirely towards tactical warfare. Shattered Union sets the future fragmented remnants of the once mighty United States against each other in a pitched conflict to conquer and control territory.
