I have been having problems with nibbios oilslick effect, I can't get it to work.

Do you have weapons effectiveness set as "normal"?

Could you change the oilslick to occur with 30 percent instead of 60 percent damage? If this is just a visual effect then the slick would happen sooner without putting the ship at any unfair disadvantage

The oilslick looks great when you get one

Curly, I could but it would make little difference. A single torp hitting the right hull compartment makes more than 60% damage most of the time (torp damage is 20,000 or 15,000 points - Japan or US torp respectively - vs. compartment lifepoints ranging from 21,000 to 30,000).
Feel free to experiment with the numbers, you may strike a nicer balance.
